Are my VINs uploaded anywhere?

No. The check digit, model year and manufacturer checks run on your device using a local copy of the manufacturer registry. Your list never leaves the browser.

What does the bulk checker verify?

For each VIN: length, illegal characters (I, O, Q), the ISO 3779 check digit, the encoded model year and the manufacturer (from the first three characters, the WMI). It does not fetch full build sheets - decode individual VINs on the homepage for that.
